I don't believe in that chain, because I feel that Piccolo backed out of the match due to respect. I think he still is stronger than the Base Saiyans. You edited it the same time that I posted But yeah, what we need to figure out is how much stronger A16 is compared to A18. Kyouka mind explaining where you got your gap between 16-18? Based on the fact that I have Base Boo Arc Goku around this level and htus, take some from Yakon and you'd get a similar aspect.

Even if waving aside the vague implications with Piccolo's Light Grenade it's still far stronger than Piccolo himself, and I don't see Cell tanking it while being only 2x stronger or less. I think the LG is around 3x amp, so Cell can easily be 4x stronger than Piccolo/Cyborgs.

Now some of may have been a bit bigger than what I may have expected earlier, but I got around a 2x difference between Base Goku (Boo Arc) and No. 16 so the gap may not be that big and depending on people's differences, multipliers, etc I won't deny the idea that No. 16 could pull off the win depending on those circumstances.

He can't really scare him with the blades as 16 is an androids so he shouldn't for just catching them. And I personally have them somewhere around Piccolo-17 tier in base
