I meant the humans as a whole, dude. So, the average goes up, it's just that people don't fight as much.

 I think the humans are getting weaker. If you look at the semi finals of 24th budokai , and the previous ones.

 Btw, I think the tournament announcer is talking exclusively about the Z-Fighters, and not all fighters.

 There were no Z fighters in Budokai.

If you look at Chapa being a champion once , Roshi being a Turtle master, Shen a Crane hermit master , Mutaito being master of them , Akkuman winning twice the budokai , Tao being a master of his own , RRA having extremely strong officers , then you know how weak the humans are in Satan era humans.

I mean Killer lost in 2nd round of the tournament , Puntar losing in semi finals , and Jewel losing in a close match in Satan is ridicilous weak compared to to previous budokai fighters. I bet Jewel would stomp Satan in 25th Budokai , seeing how Satan got weaker.

 There are...no feats...that the human race got stronger as the series went on. The announce said the tournaments were lackluster after the 23rd because all of the good fighters left. Mr Satan broke a stack of bricks with noticeable effort when breaking a brick wall effortlessly was commonplace at the 21st. Videl had trouble with some bank robbers, something even Ranfan might've been able to take care herself.

Quite a theory to prove.
