 I always believed that Cold was stronger than Frieza and Cooler in from 2 but his sons had more potential and could transform higher.

EX: Cold is born in form 2

EX: Frieza and Cooler are born in form 4.

If Cold could reach from 4 he could be stronger but he can't so his sons out strip him.

Since this question seems to be related to DBM though 16 wins due to infinite energy it will go like Piccolo vs 17.

My personal theory based on the fact that Cold looks like Frieza's second form and is compared in power to Frieza's suppressed Final form.
