Blue made a laughingstock out of Krillin, who was at least as strong as he was at the 21st Budokai. All we know 'bout Spopo is that he could kill Videl, who is merely an above average regular human who can fly, with a chi blast if he wanted to, which isn't saying much. If that's the best he can do, Spopo shouldn't be able to do so much as bruise any of the note-worthy 21st Budokai fighters.

I'm thinking at least 10x. He lacks the technique, but he has the raw strength and endurance. I'd say he is about at par with Tao Pre-Cyborg.

He clearly had almost his full potential out in the Boo arc.
