Or at least nothing to put him even remotely close to Tao.

How the hell would you know Videl would have a broken leg if she kicked BoDB Goku? There is absolutely NOTHING stating that she is much much weaker. In fact, I'd say she's stronger. Videl is not a normal human-being.
