Sure of course if you want to disregard the fact that Vegeta couldn't train in a physical body and that his power is unchanged.
Logic doesn't matter, if Toei tells us that Janemba is stronger than Hild, you either ignore it and keep things reasonable or take it as fact and Gogeta ends up haxed.

Besides, Toei tells us his power didn't even change between M12 and M13, as far they're concerned, it's the same Goku and Vegeta in both movies, and we know M13 Goku/Vegeta are haxed up the wazoo.

 Toei simply assumed, "Oh, Goku + Vegeta? That must be the best!" So that's what they did for Gogeta.

 Unless Goku meant Kid Buu which makes more sense. Goku fought Kid Buu in the final battle for all the stakes so this is the Buu Goku would be most fimilar with.

Or

He is talking about Super Buu since that is the last Buu Trunks saw

or

He is talkng about Good Buu since that is who pan knows.

Good Buu doesn't make sense since Pan and Trunks should be able to handle him but the Kid Buu one could work well.

Or he could be talking about Piccolo-Boo, Mega Boo, Gotenks-Boo, or Gohan-Boo since he'd seen all of them and felt all of their powers. Characters always refer to a person's full/strongest power unless otherwise stated; we take the situation from there using context.

I would disagree with Pure Boo working well. By the beginning of GT, Goku would've been far too strong for that level.

I have SSJ3 Gogeta slightly weaker then Buuhan. I have Goku and Vegeta 1,5~2x stronger then their kids, so fusing into SSJ3 Gogeta would put them little less then Buuhan. He badly loses against any form of Rildo. A better would be Vegito 10x Kaoiken against Rildo because Super Vegetto was stated to be the strongest until SBV1 appaered.
