Why would Tenshinhan do that? He's already willing to risk his life, he's not just going to stall Cell, he's going to use al the power that he can to take Cell down. The best course of action was to kill Cell, it's only that Tenshinhan was just able to stall him instead of kill him. Whether Tenshinhan knew he could only stall Cell, its clear he was giving all of his power and ki into his attack.
They way I understand it is that Tenshinhan knows Cell wants Android 18, and Ten wants to help them out. He knows he's risking his life to halt Cell, but also knows he is far too weak to actually deal serious damage to Cell.

Honestly, how does it make even the slightest lick of sense that Tenshinhan could crush all the major villains in the entire arc, up to 2nd form Cell, with complete ease?

You can't tell me that is a reasonable thing to say. He's just the second strongest human, yet you want him to be stronger than androids, super saiyans, super namekians and Imperfect Cell?

The only kiai type attack that can actually kill is the kienzan because it is, by design, a cutting attack; the shin kikoho is just a powerful force, not lethal.

Didn't we already had discussion about this not long ago ?

Shin Kikoho is kiai type of an attack and it only pushed Cell down to prevent him from absorbing Android 18.

It was never ment to kill him because it simply can't.

The point is if it can push Semi Cell down and make him cough out spit it can obliterate anyone much below.

Tenshinhan admits massive inferiority to Imp. Cell (Post-Humans). So, it all depends on what "much below" is for you.

Then why didn't he go into the RoSaT and train so that he could use against Perfect Cell?

It obviously wasn't hurting him too much since he had the time to notice No.18 and No.16 escaping the island.

That doesn't look hurt at all to me.^

Kikoho [Ki Manipulation Cannon]
First Appearance: Chapter 133
Category: ki manipulation
People: Tenshinhan
Special Characteristics: The secret weapon of the Tsuru-sen School. It concentrates a kiai into one point, then releases it in a single burst. Its main difference between ki blast-type techniques is that its trajectory cannot be seen. Its destructive power is formidable enough to instantly obliterate the Tenkaichi Budoukai arena. Indeed, it is characteristic of the techniques from the Tsuru-sen School, whose objective is to mercilessly kill people. Because this technique heavily uses up one's internal energy, it can only be used to decide the match in a single shot. (Daizenshuu 2, p.206/Daizenshuu 4, p.111)

Shin~ [New~]
First Appearance: Chapter 373
People: Tenshinhan
Special Characteristics: A technique that increases the force of the Kikoho. An attack that becomes possible when one has improved their abilities through intense training. Tenshinhan fired this technique to stop Cell from moving when Cell was trying to absorb No.18, but he used up all of his power and collapsed. (Daizenshuu 4, p.112)

The Daizenshuu says different though, just saiyan' (not that I disagree with you). ;)

In-Universe : He just wouldn't be able to make the gains. Plus, he was told by many people countless times that Cell was beyond reach.
Out-of-Universe : He's not the main character, he wouldn't get such an important role

OT : Considering the fact that Tenshinhan managed to bruise Semi-Perfect Cell when #16's punch to the face did nothing...

Tienshinhan is inferior to imperfect Cell but not his attack. Tienshinhan not using it is not evidence for this it is called plot by Toriyama.

Because Toriyama doesn't want Tienshinhan to be the one to kill Cell or that the gap between them is just to big.

So we're to just ignore them because some people think they're there just for effect?

Chapter: 370 (DBZ 176), P11.6
Context: as first form Cell beats up on No.17 and Piccolo
Tenshinhan: “Our worlds are too different…Extremely so…There’s nothing I can do…

Implies that the Kikoho goes under that.

Nope, turns out Tenshinhan is the strongest being in the universe.
