Unless this is a fan made term, then ignore the question.

"Zenkai" is never spoken in the manga. It's always referred to as a near-death power-up.

On the subs it sings ♪Zenkai Power!♪

So it's not that much of a fan term.

So it's not that much of a fan term.

Different (assumed) kanji, though. In the song, it's written as "ZENKAI", but in-context, it would be 全開 ("full-throttle").

In the context of the fan-term, it seems to be based on 全快 ("complete recovery"), although that word is never used in the series to describe the powerup bestowed by recovery from near-death.

Doesn't one of the Ginyu Force theme songs say Zenkai? I think in the Funimation dub.

It's a fanmade term. It's not in the manga, and it's not used in the context of what people use it today as. That makes it a fan made term.

The Japanese one in Kai chants "Tokusentai," as in "Ginyu Tokusentai" (GInyu Force) or something like that, don't recall anything else that sounds even remotely similar to "zenkai" though.
