What part doesn't make sense?
Pui Pui can be anywhere in my books so long as it still conforms to the line of "Be careful guys."

Edit: Which I didn't really show in that list as I left Kaioshin out. Meh.

If Base Kids ~ 18 or 18 ~> Base kids works better you can work with that, so long as 18 isn't beating them really easily or vice versa I can live with it.

2. Vegeta says he'll be victorious over Goku, while Kaioshin is there to hear it (or read his mind, since Vegeta thought it to himself at least in the Viz version). To Kaioshin, this means Vegeta is stronger than Goku, whom he already admitted inferiority over.
So why would Shin believe Vegeta's thoughts or statements?

Note: Pui-Pui was told to be careful about the Saiyans, implying, that what Dabra and Babidi felt from them would be enough to make it a difficult fight for Pui-Pui, if he wasn't careful.

"These guys" can mean...these guys; everyone. I don't remember a quote where they considered Shin weak, they were simply instructed not to do anything to him because Babidi wanted to be the one who killed Shin.

NOTE: I am not saying Shin was stronger than Pui-Pui, I'm just saying that I don't think that quote was evidence of Shin's inferiority. Babidi knows Shin uses magic, what if he told Pui-Pui to be careful of that too? They expected all of them to gang up on Pui-Pui, not to go one on one...so yeah.

It doesn't make sense to me, but when he destroys Boo's blast that obliterated SSj Gohan, it was stated to be ki related and not magic. Which, considering Gohan's "decrease" in power, would put Kaioshin roughly around Perfect Cell at the absolute minimum considering he was injured when he did it.

But this feat of power really seems completely uncharacteristic based on everything else we see from him. He was afraid of Pui Pui, whom Base Vegeta blew away without much effort. I don't put Base Vegeta much above 17/Kamiccolo at that point in time.

But something worth mentioning is that concentrated ki is stronger than simple ki waves. We learn this when Raditz comes to Earth when he reads Goku and Piccolo's levels during their fight. So Kaioshin's over-all power level could be only 20% of what he displays against Boo, or perhaps even lower than that.

I'm pretty sure it was stated in one of the guidebooks. Can't remember which one.
