 Vegeta doesn't surpass Gohan until Majin. I think this is heavily implied several times. Notably by Piccolo.

 I don't think he did. Note what Vegeta said after Goku turned SSj2:

Context: as Goku and Vegeta are about to fight
Goku: “I don’t wanna take any damage from you and have it become Majin Boo’s energy…So I’m gonna end this quickly, at maximum power.”
Vegeta: “I’m looking forward to this…Show me the fruits of your training in the afterlife. *Goku transforms into Super Saiyan 2* Just as I’d expect. Your power is greater than Gohan’s was back then!”

So Goku being stronger than SSj2 Kid Gohan is notable to Vegeta.

There's also the fact Piccolo implies SSj2 Vegeta isn't too far above SSj2 Kid Gohan

Context: as Vegeta fights Boo
Piccolo: “He’s already surpassed Super Saiyan as well…This is tremendous power…Perhaps even greater than Gohan’s when he fought Cell…”

Yet there was said to be a pretty big gap between Pre-Majin Vegeta and Goku.

 As everyone else stated, Vegeta is outclassed by Son Goku (Yakon), who is, questionably comparable to Son Gohan.

There is usually a fairly tight spot to place Son Goku (Cell), Vegeta (Budokai 25), Cell (Goku), Son Goku (Yakon), Son Gohan (Cell). Vegeta is obviously confident in fighting an opponent stronger than Son Goku (Cell), but measures himself against an alleged, rusty Son Gohan; Vegeta is convinced that he's no match for Son Goku (Yakon).

Find happiness somewhere in there. :)

 I will ignore Piccolo's Quote here and say that Pre majin vegeta was inching close kid Gohan in power . Maybe we will still lose , but i keep them at rivaling powers

I used to fight for Vegeta, mostly based on my bias, but it's evident to me now that Gohan is simply stronger.

 At the very most, Vegeta might rival Gohan, but the statements given just in the end have Gohan stronger over all.

 As SSj2's it is stated that Gokuu and Vegeta surpass Gohan's power against Cell. In other words- Vegeta SSj2 > Gohan SSj2

 The power that made Vegeta think that Goku might surpass Kid Gohan made it certain that Vegeta was surpassed, so he himself rivals Kid Gohan at best.
