There are several other ways to find out ones power, the Z-Senshis doesn't just rely on ki-sense. Like mentioned, they can see by movements aswell. Not only that, there is the instinctive feeling and they can also feel it in the fighting.

He knows how strong he is. 20 > Vegeta ( Tired ) is agreed on by both Vegeta and Piccolo. Two very efficient, battle tested warriors. The real question is why do you doubt them?

He didnt wear a scouter versus Goku and the others when they ganged up on him, he just equated their power with their speed, punches, and the like. He spent time watching and hiding for a reason when Goku was fighting 19
