 Goku can. Goku used his intelligence and knowledge of battle to stay in the fight with Cell. Had Goku not been so smart, I really don't think he would have held on so long.

It takes a mere second for treasure to turn to trash.

 Cell's intelligence would also be based off of those from which DNA composed him, correct? He has Goku, Freeza, Vegeta. So Cell can't be dumber than any of the people that make him up, is the opinion I am making. You could argue Gero himself or Myuu. Perhaps Bobbidi. Not actual fighters, though.

She probably also would get beat by the artificial androids in an IQ test with their processors and whatnot.

IQ tests are usually just math and logic questions, the processors they have would allow them to do calculations instantly and accurately.

You can't just throw in any old processor and expect it to solve math and logic problems. It has to be programmed to do so.

And I just realized you were probably talking about Piccolo. So to answer that; Piccolo is battle smart, yes. Tactical genius and overall logic thinker in the group, a bit ahead of Krillin. Don't know if Gogeta or Vegito would fair well in an evenly fought battle, tbh.
