EoDB - Tao destroys him as he's the weakest of the group Saiyans - The guy was told to stay behind at the Saiyans on the way there by Tien. - Yajirobe passed him by in power by almost 30% despite goofing off - Yamcha, Ten, and Krillin all jump in the 1400-1800 range despite Androids - You're told don't come if you cant hack it and he's left behind for being too weak Roshi hit his ceiling, Ox King hit his, King Kai and Yemma had hit there's, Chi Chi hit hers at the budokai, Videl hit hers ... realistic Chaozu didnt get stronger in those 3 years and just remained in a tier between Guldo and the Ginyus. So no amount of training with him, since he isn't a master teacher like Roshi or King Kai or Popo will make up that gap. Its just not that Chaozu is weak, he isn't a martial arts master and teacher either so he can't help push Tien anymore than Oolong and Puar can push Yamcha to catch up to Krillin who had 18 as a sparring partner, Roshi as a full time live in master, and Gurus potential unlock
