I personally believed that at some point, Cell had to increae his power so that he could remain at a definite edge against Gohan. He does the same thing with Goku and he clearly feels Gohan's power and would know to increase it, especially when Gohan's doesn't even start taking damage from him after smashing his face into a mountain. If its this specific Cell (AKA Pre-Speed Cell if anything) Bojack should be stronger. The gap between FP Bojack and SSJ Gohan isn't implied to be large, but there is a gap nonetheless between them. If we include the idea that Cell indeed is using more power later on against SSj Gohan, I see Cell taking either through a combination of just being overall more powerful and/or superior technique and skills. Before then, the gap might be too large for Cell to win even with his technique.

Has Cell more power at that point then Bojack? I think they are equals at that point.

It's not something I'd disagree with and if you take that option, Bojack is clearly stronger.

I also believe that he increased his power. Cell did not know Gohan was that powerful in the beginning. So I believe when he increased his speed he must also increased his power.
