IMO that's because he is.
I disagree with that but I would have liked that to be the case. I think Mecha Frieza's brief stint was like a little preview to the android saga, showing us that high tech mechanical parts can be powerful.

 It's because Freeza was suppressed and when he was talking about being stronger he was talking about his new potential full power. Only thing that makes sense to me.

Is there a problem with understanding this quote? :p Freeza himself states he is stronger. No matter what he did, he couldn't defeat Goku on Namek. He says he could probably defeat him as Mecha, and that should be all we need to know.

Gohan: "This isnt it...he gets much, much stronger...!"

Talking about Trunks ki
Chapter: 331 (DBZ 137), P13.3
Gohan: "It's fa-father!!! It's the same ki as father back then!!!"

So you have these two quotes in conjunction with your quote. You can't just give one quote all relevance and disregard all other quotes. You take all of them and build the story from everything. So Gohan states Freeza's ki is nothing when Freeza arrives and that it can get MUCH, MUCH stronger, then he feels Trunks ki and they are so close in power that he mistakes it for his fathers. So if Freeza was at full power based on his statement he could take Goku by himself why was he dominated by Trunks?

Only explanation is that Mecha Freeza did power up, but with his arrogance he took Trunks lightly and did not power up to full power. Freeza had much more power he could have powered up to. Whether he could with his mechanical parts or not is up for debate.

 Freeza would've utilized full power had he encountered Goku, otherwise he was still heavily suppressed.

 Freeza was clearly s***ting his mechanical pants when Trunks turned Super Saiyan. After what happened the last time he encountered a Super Saiyan I find it insanely hard to believe he would risk fighting without using his full power.
