They needed to ascend to SSJ2 to get any stronger, which was probably why Goku was so much stronger than everyone at the start of the Boo Saga, with him having SSJ3 and all. Goku would probably only be 25% stronger tops, not even close to enough to put a dent in FPC

Mozilla Firefox Favourite Manga Hellsing, Elfen Lied, Trigun Maximum	Goku after 7 hard years of training may not have gotten him to FP Perfect Cell's level as an SSJ, even if the idea maxing out at the ROSAT wasn't true, it's clear that one year wouldn't have helped get Goku to FP Cell's level.

Their gains would be marginal and would only hurt their body's more than anything. You need to relax after maxing out otherwise you wont make any good gains whatsoever. Goku would probably make only 3-4% power increase. Gohan is probably going to make the same gains. They dont make much of a gain and the story flows how it did.
