If you mean at equal levels, I might give it to SSJ3 Goku. His skill level far outstrips Gohan for sure and probably even outweigh Gotenks' own. If anything Goku has more skill based abilities where as Gotenks may have some unique weapons, their mostly all ki based while Goku you know has things like Taiyo-ken and what not. His If we consider this to be living Goku though, he's facing a very huge problem with stamina and there's a good chance that Gotenks can hold up long for Goku to tire himself out before Goku can actually pull off the finish. Oh you mean both of them, no they get their *es handed to them like a side order of pancakes at IHOP and of course at equal levels they win, for fairly obvious reasons. That's too much of a gap for the two to cover.
