Not only does Janemba have arguably more abilities had his disposal and debatable regeneration that might even be near Boo's level, but his actual skills and prowess far outstrip Cell's own. Janemba's a reality warper and as I said basically outstrips everything Cell can throw at him. Majin Boo>~Janemba>>Cell>The rest, in terms of equal combat power ranking.
