It's implied that Cooler doesn't surpass Freeza until he transforms, and though the gap is never implied to be big, there is still that gap implication. Final Form Cooler would ****stomp any form of Freeza an in terms of endurance, Cooler has actually shown more. This is the guy who got blasted into the sun, was reduced to a head and some brain matter and survived not only the sun and all it's glorious 6,000 degrees C. surface temperature, but also survived long enough to somehow escape the sun, and live long enough to reach the Ghetti Star and rebuild himself.

Freeza, who's endurance is outright hax in its own regard has nothing on that.

Cooler has actually shown more Ki control and manipulation but hasn't shown the same amount of abilities Freeza has, though this is probably less on having less and more on just not showing everything but that's beyond the point he's also clearly shown to be much more used to his forms, and isn't stressed by the strain that Freeza has when he uses his full power.

I'd in the end give it about 50/50, maybe 55/45 in Cooler's favor.
