 At equal levels, Cell's got this one in the bag. I feel like I'm repeating myself but same thing as usual, regeneration, better skills, better amp attacks, can actually sense ki in this case. If it was 2 on 1, then I'd give it to the cyborgs but the only thing that really gives the twin the advantage is their infinite Ki.

As for #13 vs Cell, at equal levels he'd still lose for the same reason though perhaps a slightly lesser scale than the twins. If you mean Super 13 and IPC at their normal levels, then Cell takes it after maybe moderate difficulty. #16 is stated to be the strongest cyborg after Cell and this also included #13 so obviously if Cell=#16 then Cell>#13.

 Nice question but Cell wins against the twins on one on one better skills smarter and more teckniques Cell for this but stamina Androids however I still believe that Cell will win in one on one if they attack together they will beat Cell their stamina is a great factor here

If he fights Android 13 as well he beats him in both scenarios as well I don't have him that much great fighter Cell still has the upper hand on the skills and teckniques and he must be smarter as well,I have Cell taking on 13 as well

The point Brofist made about No. 16 =ing Cell already proves that Cell can handle any of the other 'droids at equal levels. Since No. 16 was the ultimate Android.

As for 13,Imo Super 13 is around semi perfect cell.
