Mozilla Firefox Favourite Manga Hellsing, Elfen Lied, Trigun Maximum	Movie 8 Broly more or less showed himself t be on a level of Full Powered Perfect Cell. Dabura on theother hand was shown to be having some amount of difficulties with an incredibly weak SSJ Adult Gohan. Heck, if it wasn't for statements you'd only guess that Dabura had a small advantage over Gohan. Even if you consider Dabura to having a large gap and for whatever reason, holding back, that still isn't putting him near Movie 8 Broly.

So is Broly, I guess. But I have him at least around Perfect Cell (full power) if not ahead by a bit. Combined with his superhax Broly skills, Dabra is minced demon.

My take is that when Goku brought up Cell in comparison to Dabura, he meant it as, "Gee, if Cell hadn't come along, this Dabura guy would've been trouble...but he did show up and now we're so powerful this 'demon king' is pathetic compared to us." It really doesn't have to mean Dabura is around any specific level of Cell's power if you don't want it to be.
