Cell at this point was in the same realm as SS2 Gohan, and there was a huge gap between Gohan and Goku at this point, so huge that Goku's full power was something that Gohan considered to be messing around when compared to himself. The only possible chance Goku has is with a Shunkan Ido Kamehameha, which will be useless due to Cell being capable of the same.

Mozilla Firefox Favourite Manga Hellsing, Elfen Lied, Trigun Maximum	Even that wouldn't work, though it may close the gap a bit more form before. You basically have Zenkai Perfect Cell>Buff Cell>100% Cell>>SSJ Kid Gohan>SSJ Goku. Even if the theoretical SSJ2 Majin Cell Games Goku got ont SPC's level, there'd still be a difference in skills and what not. Afterall there's logically only going to be about maybe a 1.2-1.3x difference between SSJ2 Boo Arc Goku and SPC and I don't think I even have SSJ Boo Arc Goku at FP Perfect Cell yet.

It's important to remember gohan's hidden power: he holds back an ENORMOUS amount of energy. so while fioghting cell (and being above goku) he was still massively holding back. This is the reason goku couldn't just do another rosat trip and achieve ssj2. Gohan unleashed his hidden powers, dropping his restraints, which in turn caused him to turn ssj2, but this doesn't mean he simply turned ssj2, you have to factor that he unleashed a huge amount of strength he was holding back (as always) which caused him to transform and thus doubled it. ssj gohan- 10 ssj goku- 9 cell vs gohan- 10.5 ssj gohan rage boost- 1.35 then transformed- 2.7 ssj2 cell games goku- 18 fp cell- 17 spcell- 25 jjust my own estimates on power levels but the point is when you remember gohan's hidden power history it's pretty clear why he was the only one able to beat cell. ssj2 goku gets rly easily owned
