King Cold is weaker than Mecha Freeza, he wouldn't stand a chance in hell agaisnt Kamiccolo.
We are talking about if King Cold could transform. He was weaker in his 2nd form state.

Well the OP says assume King Cold can transform. While I do think King Cold was in his final form, I did change powerlevels to fit it so he could transform.

These are completely hypothetical numbers taken from Daiz's Freeza PL to help illustrate my point:
If King Cold was 120,000,000 without being able to transform, and assuming he was in his final form
Then we assume he was in his 2nd form then his new PL would be 1,000,000-2,000,000 while his new final form goes to 120,000,000. Instead of simply multiplying original final form by 120.

I don't really work with powerlevel (hence by I borrowed Daiz Freeza numbers for my King Cold) but I can't imagine Piccolo being that much stronger.

Nah, Mecha Frieza is weaker than the original Frieza
He literally states that he's gotten stronger and that he might have a chance against Goku alone.

Still, I'm still thinking that King Cold is IN his final form when he shows up. I guess assuming he HAS a final transformation after that, Cooler is rather adamant about his ability to kill Frieza, and implicates that he could kill King Cold and wasn't fond of him (CC: DBZ Legacy of Goku II, Trunks Saga Convo with Cooler).
That being said, Cooler at this point in the series maxes out at 470,000,000 according to V-Jump. Just under four times the strength of Frieza. He performs admirably and his power/performance backs up the number nicely (Assuming that Goku's base power actually IS around 10,000,000 by Cooler's Revenge)

That would put him at a minimum of 150,000,000 with that Kaioken, if the SS multiplier is still 50 times and Kaioken is still linear. Theoretically Goku was over 200,000,000 and Cooler didn't flinch.
So that being said, King Cold at his best MUST be weaker than Cooler if the aforementioned statements are true. And Super Namek Piccolo is significantly stronger than the inital Super Saiyans (Goku, Trunks and Vegeta all included).
So if King Cold < Cooler, and Cooler < Super Saiyan and Super Saiyan < Super Namek. Then by proccess of elimination and logical reasoning, Super Namek Piccolo should win the duel with relative ease. I'd say a more "Fair" fight would be against initial Super Saiyan Vegeta or Trunks, but even so none of the Changelings seem to have any sort of edge on a Super Saiyan, never the less a Super Namek.
