He's high ranked compared to the only normal human that made it into the finals at the Strongest Under the Heavens. If he can't use his weapons as well, which would murk on her.. He should be stronger than her.. I mean.. He's gotta be up there compared to her level of normal.

After all, White believed his skill capable of taking down someone who was Metallic's equal.

He has many tricks up his sleeve, and even though most of them have to do with hiding/taking advantages of the place he's fighting in I believe he could win easily.

He was shown tanking bullets (Not any kind of bullet obv. General White's gun made him faint), bullets that scared even Post 21st Krillin. Dunno if it matters, eh.
