She was strong enough to take down some of the minor villains from Hell, but there was nothing really indicating that she was Super Saiyan 3 level or beyond. I'd say considering that, SSJ should be enough for her to easily take down Gotenks, unless hit by the Kamikaze Ghost Attack, although her SS2 self might be able to tank it.

Chrome, Safari, IE Favourite Manga Rave Master, FLCL, .hack//legendofthetwilight, Naruto II	Hmmm... Bulla's not really a fighter per-say. If anything I figured, in an ideal world, she'd fulfill Bulma's role but still have the chops to not get kidnapped by anyone weaker than an Android. So, even as a Saiyan Ascended Beyond Super, I have a hard time believing that she could defeat an actual fighter like Gotenks. Maybe if she ran the time limit down, but I gotta give the duel to Super Gotenks otherwise. Kamikaze Ghosts are kind of a game breaker. They explode on contact, they think freely, and they have their own power levels and ki reserves so they can use attacks. It'd be too much for Bulla to handle ultimately. So yeah, I'm gonna edge it out to Super Gotenks if he can move fast enough and get the job done.

She is a rookie in fighting while gotenks is a experienced fighter. Compared to other z-fighters, gotenks is all right at his fighting, but compared to bulla, he dominates. I don't major in GTology for one thing, Bra isn't a fighter, and Gotenks probably has more skill, agility, speed and raw power than Bra.
