Yes.

Guru is a dormant power unlock. Gohan gets stronger later.

Old Kai is a potential unlock, Ultimate Gohan is never stated to get stronger.

AT refers to them both as dormant power unlocks in the manga I think.
Everything is dormant/hidden power in the manga. "Potential" spawns from guidebooks and dubs.

 Well i think SSj4 Kid Gohan will be weaker than Ultimate Gohan

But , he would be stronger than SSj2 Gotenks post

 What about seeing SSJ 3 as a potential unlock? It will be his first time using the form, and then adding SSJ 4's unlock I can't see him being that strong.

I don't see him getting that strong either to be honest.

If you use him as a teen, then he should damn near be around his Ultimate self--having his power resetted by then.

 And considering that I have It like this:

SSJ 3 Kid Gohan: 1000
SSJ 3 Goku: 1100
SSJ Gotenks Pre: 1500
Base Gotenks Post: 2500

I can see SSJ 4 coming close.

have u EVER seen any kind of Strain due to a dormant power/ potential unlocked form ?

if it were any kind of Potential unlock , AT would have mentioned that in manga

 Well responding to your previous post, Gohan had no strain during his first SSJ 2, Goku had no strain for his first SSJ transformation. We don't know about Goku's first SSJ 3, but he said it was way easier in Other world.
