It's a pretty generic phrase that's used a lot, but it isn't used for every single person stronger than the last one.

Rilld had 3 forms. Base, Hyper Meta and Meta-Rilld. If he wasn't stronger than Chibi Boo in first form, he certainly surpassed him with each transformation.
We're talking Anime Pure Boo here, not his manga self, the anime one. The one who was in a completely different league from Berserk Gohan Boo, who gave SSJ Vegetto trouble, who no GT character surpassed until Vegeta Baby went into his Super form.

It's just used randomly when they fight an enemy that happens to be the strongest they've fought up until then.

It isn't used on all opponents though and that's the main thing (in fact the less time it's used the better my point is to be honest).

If the only gaps in the series were considered by "He's more powerful than anyone before him" then you could say that Freeza was the only person stronger than Raditz if no one used that line between them (I have no idea if the line was used on Raditz, just making a point).

Just because the line isn't used doesn't mean a character isn't stronger than a previous opponent/hero.

Eh, so you don't have any specific examples?

And that example itself is kind of dank. We don't need that statement for guys like Nappa, Vegeta, Zarbon, Dodoria, and the Ginyu dudes because we either have power levels stated for them, or we have clear powerscaling that's supported. Between Rild and Super Baby 1, we have normal Vegeta Baby and that's it. We don't have any powerscaling to use for him other than basing his strength off of Goku's.

It would be the most endless fight in history. Buu doesn't take damage unless if from another Buu, and Rildo can't be destroyed in a world prevalent with metal. Its literally just a drag out unless they are fighting on a barren planet

Personally I think that rildo is stronger than Majin Buu But no way That rildo>super buu...
In that case Goku ssj would be stronger than ultimate gohan which is ridiculous
So rildo may be stronger than manga kid buu who is slighly stronger than Majin Buu, But no way than he would beat anime kid buu who is stronger than buuhan

Ignore what I said there :p

Kid Buu should be stronger because he was about as strong as Super Vegetto. Rildo was nowhere near that level, so anime wise it was probably referring to Super Buu.

If that were so in the case of Rilld, then Goku wouldn't have just said that his Ki was greater than Boo's. It's not as if Boo was the greatest Ki he'd known of at this point.
