What evidence is there to prove that everyone has the same SSJ multiplier?

All I can think of is Trunks being slightly stronger than Goten, so he had to lower his power for the fusion.

SSj Pre Rosat trunks >~ SSj Pre Rosat Goten

Base Pre Rosat trunks >~ Base Pre Rosat Goten

The gaps were same , mate

Trunks said he was a little stronger than goten

Actually yes.

Chapter: 183, P12.2
Context: said after Bob transforms into a super saiyan for the first time.
Khan: ”Wow amazing! Bob and I have equal base powers, but he seems to be stronger as a super saiyan!"
