IIRC, at the TB, Kaioshin said to somebody (Forget who) 'He's still the strongest one here' referring to Gohan who was standing in the combat area. I thought Gohan was weaker than Goku and Vegeta by this time. Am I missing something, or is Kaioshin's estimation wrong?

He was the strongest and Earth's champion, killing Cell. Kai was probably going off that, not knowing how strong Goku and Vegeta could get. The Saiyans were one big miscalculation on his part. Their placings in power and how strong they possibly were. Before getting his mind blown, that is.
