Considering she was at a level where she could mock the speed of a guy who could withstand SS4 Goku's punches, giving her SS3 would probably allow her to take any Baby Arc character (unless she gets hit by a 10x Kamehameha), as well as any Super #17 Arc character other than post-10x Kamehameha Super #17, so she'd stop at the Super #17 Arc IMO.
