I think overall Goku, but if Vegeta was a few inches taller I'd likely opt for him.

By better looking, I'm gonna say who has cooler clothes and overall look. Not rating a bunch of dudes on how handsome they are. I quite liked Goku's Boo Saga gi the most. Goku looks cooler IMO.
