Is Mr. Satan an awful person?; He's a lot worse than he's made out to be

Let's look at what this guy's done: he has deceived the entire world into thinking he is the greatest thing since sliced bread, that he defeated Cell and all that crap.

What exactly was he taking credit for?

The deaths of Goku, Trunks, and #16, that's what. He has no respect for real heroes who die trying to save the world, he just shamelessly takes all the credit and wealth.

Then he goes and tells the all the people that he's soon going to save them all from death (Majin Boo), yet he knows this is never going to happen; he promises that he will stop a monster from killing people while he knows full well that he's a total fake.

Just how evil is Mr. Satan?

I think what he did taking the credit for Gohan's actions was absolutely terrible, but since that ended up working for Gohan I don't hold it against him too harshly. During Buu Saga he did end up becoming a hero in my eye (in his own weird way though  )

I just think he's a little arrogant.

I have trouble getting past his lack of respect for the lives of Trunks, Goku and #16.

Mr Satan needed attention to survive, it was a habit he couldn't help to feed. Addicts do whatever they need, so that's all he did. Deep down though he had decent morals, and honestly cared for people. I would say he makes it to heaven.

Apparently, Mark (Hecrule) is one of Toriyama's favorite characters.

He is a greedy, selfish man, but I don't believe he is evil.

Mr Satan was already famous before the Cell Games so he didn't take the credit for beating Cell to become famous, but to just keep being famous. While this doesn't really justify what he did it does make it a little more understandable. If he didn't get credit for that, then he'd lose all his fame, and that would change his entire life around. I don't think anyone wants their life to change so drastically for the worse in a single day. Even though he said it was a trick to everyone he still knew this stuff was real himself and yet he still went into the battlefield to throw #16's head and took on Fat Buu and Kid Buu.

And he does seem to really love his daughter. He's just a guy that was confused and scared by the stuff the Z fighters were doing. Once he became accepting of it all he was on good terms with Goku and everyone and really seemed like a decent guy.
