We know that Goku saw SSJ 2 Gohan in the Cell games, and he only had a split second to consider his power. Vegeta also had seen Goku's true power, so why would it be any different?

Vegeta is visibly shocked by what he sees going on in front of him right there, while Goku is considering Gohan's chances in the long run with a cool head. Only way to explain the fact that he wasn't at 90,000 after Ginyu set him free.

It doesn't make sense.

The best one Favourite Manga They all suck	When he fights Jeice he mentions that Goku could never become a Super Saiyan IIRC, while he was getting close. His initial assumption was likely just a result of witnessing Goku's ridiculous performance which would naturally make him feel like a bug.

He fought Goku, so he'd know what kind of level Goku was fighting at, given that he was also able to conclude from their fight that Goku was greater than he thought (i.e. 60,000). Plus, the scouter doesn't hit 90,000 until after Goku starts powering up.
