I've always gone with Vegeta growing in strength by the minute, and there is even a quote to back that up. Also he knows that Goku has Kaioken, so if he already sensed Goku at 60 000, he can easily go more than that.

I don't think Vegeta was considering Kaio-ken when he compared himself to Goku. Vegeta seems to be aware that Base Goku has more than what he showed , which was 60k. I think Vegeta thinks Goku is probably around 80-85k like Ginyu does.

FireFox Favourite Manga Sailor Moon	Vegeta was able to sense to whole 90,000 from Goku. Vegeta was able to pick up what Goku was truly putting out vs the 5,000 the scouters were picking up.
