Shadow Dragons characters vs S17 characters

Why should anyone have made gains in between these two arcs? The SD arc began directly after the S17 arc, there was no time skip at all, the Shadow Dragons arc began when they tried to use the Dragon Balls to fix the damage that Super 17 had done; there was no time in between for training.

Or was it implied that the fights during the S17 saga had increased their strength?

August 22nd, Age 790
--DBGT Episodes 48-50: Goku and co. finish collecting the Dragon Balls. They try to summon Shen Long, but instead cause seven Evil Dragons to appear, as a result of having overused the Dragon Balls during the last 40 years. Goku and Pan defeat Liang Xing Long [2-Star Dragon], then Wu Xing Long [5-Star Dragon] later that day. Liu Xing Long [6-Star Dragon] appears in Bish's seaside village, and begins causing fish to fall from the sky.
[Ref: The date is my own. After they try to make the wish, Goku and Pan go straight to Liang Xing Long and defeat him, then fight Wu Xing Long right after, so episodes 48-50 are all a single day. I wanted to set the final battle with Yi Xing Long on September 9th, the anniversary of Shen Long’s first summoning in the series, so I’m getting these other dates by backtracking from there.]

September 5th, Age 790
--DBGT Episode 51: Due to Liu Xing Long, the fishermen in Bish’s village have now grown lazy. Goku and Pan meet Bish, and defeat Liu Xing Long.
[Ref: The date is my own. Since the fight with Wu Xing Long a lot of time goes by before they fight Liu Xing Long, as enough time has passed for life in Bish’s village to have changed. Bish says his father and the rest have gotten lazy “ever since the princess appeared” and that they go out “every day” to gather all the fish that drop from the sky. So it’s been awhile since the appearance of the Evil Dragons; I’ve set it as about 2 weeks. Episode 51 itself takes place over not more than a day.]

September 7th, Age 790
--DBGT: Episodes 52-53: Goku and Pan defeat Qi Xing Long [7-Star Dragon]. On the Son family’s Mount Paozu home, the water supply has completely stopped.
[Ref: The date is my own. An unidentified amount of time seems to pass between the fight with Liu Xing Long and Qi Xing Long. A scene shows the problems on Mount Paozu, implying it’s been some time since the Evil Dragon business began. Goku and Pan fight Qi Xing Long over less than a day.]

September 9th, Age 790
--DBGT Episodes 54-64: Goku battles the brothers Si Xing Long [4-Star Dragon] and San Xing Long [3-Star Dragon]. The Evil Dragon’s leader Yi Xing Long [1-Star Dragon] then appears, and overwhelms Goku after absorbing the power of the other Evil Dragons. With Bulma's help, Vegeta finally becomes a Super Saiyan 4, and he and Goku use the Fusion technique to become Super Saiyan 4 Gogeta. After failing to defeat Super Yi Xing Long as Gogeta, Goku finally destroys him with a Genki-Dama containing energy gathered from throughout the entire universe. After wishing that the Earth be restored to normal, Goku departs with Shen Long for parts unknown.
[Ref: The date is my own, in tribute to the first time Shen Long appears in the series, over 40 years ago. There’s another unknown gap between the fight with Qi Xing Long and the one with Si Xing Long, but from then on everything clearly happens back-to-back, until the flash forward to 100 years later. Technically everything from Episode 51-64 could all be one day, but I’ve broken it up a bit just because I like it better that way.]

Pan definately made gains, as evidenced by her fights with Liu Xing Long and Qi Xing Long, as well as the power boost she gave Qi. Goku also heavily reduced the gap between his base and SS4 forms, as evidenced by his fight against Si Xing Long.
Vegeta probably made somewhat marginal gains as well, considering his apparent determination to train rigorously, especially considering how effective even small amounts of training seem to be in Toei works (Yamcha and Kuririn on Dai Kaio's planet, for example.)
