Yi Xing Long was only stated to be a galaxy buster via chain reaction due to the polluting nature of his minus energy. Secondly, with SPC's statement, you have to realise that Cell never presented any attack capable of enveloping the solar system and destroying it as such. It's far more likely that he would do so by causing a supernova by destroying the sun. Not only that, but if Birusu is shown to get from Kaio's planet to Earth in mere minutes, if that, without teleportation then that would mean his speed is FTL, possibly massively so. By comparision, nobody in GT presented anything on the grounds of even being sub-relativistic.
