But it's unlikely that Vegeta would be able to hide how powerful it is at that level, Cell would probably work it out quickly. Not to mention Vegeta probably couldn't control it the same either half the planet would probably be gone lol.

This could mean that regardless of the power he put into it, it still would have been angled away from the planet. Cell moved at the very last second once he realized how powerful the attack was.
