So they did make gains according to the daizenshuu.

"10 YEARS LATER
First Appears: Vol. 42

Having fully become an adult, he is now at about the same age as adult Trunks. Since he doesn't train very often, he hasn't explosively powered up."

I bolded the word explosively, because it makes it seem like they got stronger, but just not by a massive amount.

It doesn't contradict anything. It would be highly impractical for the kids to suddenly stop training after Majin Boo's demise. It would only seem logical for them to focus on other things as their teen years approached.

I agree, I just believe they made minor gains.

In the same book it clarifies that he did not train:

It was already shown with Gohan that neglecting to train consistently will put them in a deficient state. Despite focusing on training for the entire month leading up to the tournament, it wasn't enough to make up for all the years he slacked off and what gains he did make does not bring him near to even his former strength.

So does that mean that Goten continued and ended up stronger?

From what the scene in the manga shows, it would lead the reader to believe that Goten was out of shape.

Interesting that it contradicts itself. If that is the case, how do we know which entry to believe. I remember the Jap anime saying something interesting, but I cannot remember what was said.

Edit: found it

It doesn't truly contradict itself.

The excerpt you posted was the specific period after ten years have past where they are in training for the tournament. They weren't indicated to have trained before then.

"How Weak our Children are becoming"

This is natural for vegeta to say this ..

He [and Goku]trained in the 10 years gap and their powers in base eclipsed their powers in SSj2 [in the buu arc]

They expected the kids to train and make similar gains . But even if they made minor gains , it is so less that the kids are now weak sauce to them

How about this:

Goten and Trunks trained after Chibi Boo's demise, but Goku and Vegeta trained even more and expected their kids to train as hard. Goku and Vegeta made big gains, while the kids made smaller gains. That's why Vegeta says they are weak.

That sounds good to me. I'd go with a small gap myself, maybe like 1.2 or sutin.

"Gentlemen, you can't fight in here! This is the war room!"

The problem that is that people always assume that "strength" or "weakness" refers strictly to battle power, while most of the time, the characters who scrutinize are referring to mental sharpness and/or skill.

Goten and Trunks had gotten rusty, but I wouldn't go as far to say that they'd gotten physically weaker. Same as Gohan being weaker as a teen than as a kid (TRUE teen and kid). There's nothing to suggest that he actually got physically weaker. His power lapse that Vegeta noted was suggested to be because he wasn't mad when we see him at SSj2 against Kabito. Vegeta also later makes clear note that Gohan wasn't as sharp against Dabra as he was against Cell.

Well, it's more probable that through the 10 year period Goten trained with his dad on his own passe. As Darth Pyrus said, he had more things on his mind other than training.
As for Trunks, I don't know. He probably trained with his father once in a while or on his own. I can imagine him thinking that he couldn't let Goten catch ahead of him.

But, yeah. I can see both of them training in their own pace. Not over the top, risky training, but just simple basic methods of training that wouldn't let them fall behind as fighters / martial artists.

The same dialogue in the manga:

Chapter: 518 (DBZ 324), P3.5
Vegeta: “Hmph. It pains us both how weak our children act.”
Goku: “Haha, that’s true. Well, that’s peace for you.”

Goten & Trunks were never at their fathers’ level to begin with, a great gap in their power has always existed. The kids neglecting to keep up with their training only exacerbates that difference, regardless if Goku & Vegeta got stronger or not.

Vegeta makes a blatant remark on Gohan’s physical weakness:

Chapter: 423 (DBZ 229), P4.1
Vegeta: “Your body’s gotten rusty. No matter how peaceful it may be, you should still train just in case.”

If SSJ transformations are supposedly multipliers of the Saiyan’s power, then clearly Gohan lost strength. What power he awakens through anger isn’t exclusive to a single form.
