What's up with Goku not being able to feel Spopovich's chi? Could the same go with Dabura, whatever the case is?

Goku made it sound like that it was weird that he couldn't sense anything from him.

You would think he would at least feel something since Spopo was at least putting out some kind of effort.

Back on Namek.. Vegeta would of detected something like that in a heartbeat.

 Here's what the Japanese version has:

Chapter: 441 (DBZ 247), P4.4
Context: as Videl fights Spopovitch
Goku: “Like I thought, that Spopovitch guy is weird…He seems too fine, despite the fact that he should have taken so much damage, and I can’t sense any life from him…”
Note: ‘life’, in this case is seiki, written with the kanji for ‘life’ and ‘ki’.

Remember Krillin and Gohan ?

They suppressed their ki's while flying to the Guru .., that too for 4 days

Quick question. How does Goku know to judge Dabura with Cell if he couldn't sense him?
