Jk in all seriousness I think he's talking about 'here it is' an obvious assumption as its the last thing said before that.. but I'm pretty sure I've seen that somewhere in the manga before. And I'm guessing it was something big or interesting. Not much help I'm sowwy. But yea it even sounds familiar to me.

The Z sword mirrors the Arthurian legend of The Sword in the Stone. Pulling a sword out of a rock/stone wasn't a new thing that DBZ created.

It's not probably, its exactly.
It was a reference to King Arthur and to make the reference even more obvious dialouge was added to the character to point it out. The "Where have I heard this before" line is pretty famous among script writers.

When I read the comic, first thing that popped in my head is King Arthur, and I guess the story travels through all times of universe including the Dragon Ball Z Universe lol.

Yes and even in DB kid Goku had to pull out a sword once to close a demonic cave.

^ This. You beat me to it man.

Also when you add the fact that the sword, via training and the trapped elder kai, helped him to become the strongest regular (unfused) warrior in the universe, it's like he became king of the fighting universe.

So, in a way, the Z sword arc is DBZ's version of the King Arthur and the Sword story

The Arthurian Legend is probably more accurate, but even if it wasn't, it wouldn't be the first time Toriyama cracked a perverse joke in Dragon Ball. In the very first chapter, when Bulma tells Goku that they're called "Dragon Balls", Goku mumbles "You mean some poor dragon...?"
