 This would explain why Goku didn't get any other then AT didn't think of them yet.

And zenkai's can't be a part of puberty because Gohan had them when he was 5 years old.

 I just think Zenkais are a part of the saiyans biological composition. It's just their bodies can't support the massive strength carried in Super Saiyan thus they stopped getting them.
