He is weak compared to DBZ fighters,but he is strong compared to avarage humans.

For example he says "I beat Cell and that's all there is to it. If this doesn't prove it nothing will" and then he breaks them all but the last one, so technically he didn't really prove it but his fans were still foolish enough to buy it.
