Goku's base at that point was about 3 milli, so presuming that Frieza was around 33% or so while dominating the 10 times Kaioken Goku (Who was, for refernce around 30 milli), he was about as dominating during the warm up match with Goku. So that puts him around 4 million, or more precisely 3.33 repeating percent. What prompted the sudden question? Working out power chains/PL lists?

I was just thinking about Frieza's whole "I'm using 1 percent of my power right now" line. Oh, psh, I think that was just a filler throw away. And mathematically he'd be at 1,200,000 at 1%. That was one round that Goku won with ease, then the rest of the duel was downhill up til the Kaioken Times Twenty.

I was just thinking about Frieza's whole "I'm using 1 percent of my power right now" line. That was a dub line from FUNI. All he says in the manga is that he was only using a "fraction" of his real power. He tanked Goku's 10x Kaioken. He could be at 40,000,000 when they first meet, making him 33% stronger than 10x Goku. 33% may not sound like a whole lot, but based on previous fights with characters with their power levels being known, 33% is enough to make a power difference look like a curb stomp.
