Present Cell being reprogrammed. The one that wouldn't hatch and fully evovlve until Trunks was somewhere around 20. That's 20 years before Cell would hatch and be one of them. And further more, who would he absorb to power up? Humans? Cows? Dinosuars? Would they permit that? Keep in mind Goku and the gang are the Good Guys and Super Heroes, not a military unit. Sure that would be the logical military strategy, but Earth's Special Forces aren't a commando team, they're a bunch for Kung Fu Shaolin Soccer players that happen to save the Earth by popular demand. They have husbands, wives, girlfriends, kids and the like. So if they can avoid any sort of casualties, with or without Dragon Balls, they'll do it. Anything else would just be illogical.
