because Cell was suppressed while attempting to skulk about undetected. Also, he did not expect Trunks to be as advanced as to be able to kiai with as much force as he did so suddenly.

Also, Future Trunks went Super Saiyan to fight his Cyborgs.

Cell was also much weaker than himself from the main time line because there weren't as many humans to absorb in Trunks's future.

That Cell was actually stronger than #17.

Main timeline's Imperfect Cell was strong enough to absorb the cyborgs prior to reverting back to larval state and time-traveling.

Future Trunks' Cell pretty much mirrors that Cell except that Trunks knows Cell is coming.

I'd say Cell's words right after he got blasted with the kiai are an indicator that Base Trunks is superior to whichever SSJ Trunks Cell has data on.

I have Trunks around the androids level of power in base. I have Cell a decent deal weaker than he was against 16 but much stronger than he was against Piccolo obviously.
