Na Broly's potential makes Gohan look like a chump. Broly literally was given Ssj2 level training for doing nothing.
Broly potential is stated to be the greatest most power Super Saiyan. That measn

Broly> MSSJ> USSJ> ASSJ> SSJ.

SSJ2 which out strips the SSJ form in theory would surpass Broly.

Hybrid potential> Broly potential>Goku potential>Vegeta and/or saiyan race potential
