Kaioshin: “You mustn’t underestimate your opponent! Babidi gathers only strong warriors from everywhere and makes them his allies!”

Given that Kaioshin holds Pui-Pui in some regard, whereas he does not Freeza, it is implied that Pui-Pui is reasonably stronger than Freeza.

I'd say he's about Imperfect Cell (@ First Piccolo fight)

he did not hold pui in high regard he was just mentioning babidi gathers strong fighters. and if pui was defeated so easily by a ssj vegeta to be imperfect cell level and also he is just saying to be careful and not underestimate anyone babidi has in his control.

 I have Pui Pui far stronger than Freeza. That 10x gravity doesn't bother me much due to the point Lunar put up.

He should be considerably weaker than Freeza.

The recent movie establishes Freeza's superiority in the universe and confirms that the main characters without Super Saiyan are still inferior to him in power. Therefore, Vegeta in his base state wouldn't have been able to humiliate Pui Pui so effortlessly if he were in fact that strong.

 Super Gohan fails with his movie argument. Because its also going to say Frieza > Base Saiyans > Piccolo? Wtf?

Pui Pui is likely above Kaioshin who can one-shot Frieza. 10x Gravity has nothing to do with ki , as even Gohan couldn't handle the gravity first , while Raditz could , so this fails.

OR;
Pui Pui > Frieza becouse Pui Pui does not need to 'Transform'/'Loses Power' in FP Form?

 A person licing in 10G and not training is weaker than the person who lives in 1G and jumps to 10Gs. Gohan stood right back up as soon as he feel.

Isn't Vegeta at a low suppression at that point? Pui-Pui just had such a bad showing I don't see him being stronger than Supreme Kai who was able to live from Buff Buu and could move Fat Buu.

Pui Pui is maximum Semi perfect Cell's Level

Buu Saga Base Saiyans can handle them easily

Pshyics aren't related with Kaioshins power. Otherwise we should say Tien > Cell. Which it isn't because of his Kikoho.

Kaioshin being afraid of fighting in his own against Pui Pui makes my point better.

It's not an argument exclusive to the movie. It's been made evident in the manga, but never as clear.

I didn't come to that conclusion, and I don't find it purely leads to that either.

Manga shows so many times Base Saiyans > Frieza. I hope we read the same manga , because your evidence of Goku being surprised of defeating Frieza doesn't bring up a evidence of Frieza> BS. It only shows how strong Kaioshin is , considering they can't sense his ki.
