 Base Trunks(restricted movement) ~< A18 ~< SSJ Trunks < Piccolo ~ A17

That's how the Manga and Anime showed them so I guess Piccolo and A17 destroys Trunks this will have to at least give him be at post HTC to stand a chance, and even that's doubtful IMO.

(Note: A18 was able to hold off Trunks and Goten at their SSJ forms for a while at least anyway.)

The SSjin form multiplies the user by 10x, so you think the gap between 18 and 17 larger than 10x?

Trunks/Goten (restricted movement) ~ Andrid 18 < 17 < Piccolo << Base Goten < Base Trunks.

 Goten and Trunks had to, together, go SSJ to try to beat C18 in the tournament.

Piccolo > C18.

Piccolo ~ C17 > C18 > Base Trunks.

 I don't think base Trunks could beat even one of them (Although he'd put up an amazing fight agaisnt both in 1v1, especially Piccolo). So I'd give this to Piccolo and A.17.

 Piccolo alone would beat base trunks, we already know by the aspect of Boo's absorption that Piccolo>Base Trunks since Boo didn't take on Trunks appearance. Add in those skill, regeneration, all that jazz aspect and it's pretty clear Piccolo would win, by how much difficulty is up to you really but he'd win. Add #17 just makes the win easier.

Edit: In fact if this is Pre-ROSAT Base Trunks, he'd get absolutely murdered considering the implied increases the kids made in the ROSAT.

For some reason I assumed this was Piccolo Pre RoSaT lol.

 I have Post Rosat Base Trunks>The Namek, and as for why Boo took on The Namek's appearance and not either Goten and Trunks, is because of the reason why Boo absorbed him in the first place, and in the Rosat Goten and Trunks says them going SS3 Gotenks even completely tired them not, so at the time and power wise of course The Namek would have more power.

 That might've been the case for Gotenks directly but's its not really what we're shown directly. For example (Correct me if I'm wrong) I don't believe that Dende ever heals Gotenks who prior to Gohan coming had just been in a huge battle with Super Boo, been taking damage here and there and had just been using SSj3 which was decribed by Goten as...

And in no more than about an hour, they fuse again into SSj3 and are absorbed. At this point, basing it upon statements and the idea that Boo' absorption is an additive process, it would be unreasonable for Boo to have such an astounding advantage over Gohan the way he did without pushing it I'd say. Then there's just the idea that even after unfusing after fighting Super Boo, the kids were perfectly healthy, playing around, no signs of fatigue, I don't believe they were even wounded.

Then there's the idea that Super Boo's body probably has an effect on the fusions themselves. For example when Boo absorbs SSj3 Gotenks, logically having been absorbed and unable to retain his consciousness, Gotenks should at the very least have reverted back to base, but instead Boo get the full power of SSj3 Gotenk despite this.

 We never see Dende heal Gotenks, and them being drained by Gotenks' SS3 is why they were worried when hearing of Boo's arrival, because they were so tired and drained from Gotenks using SS3.

 They had time to rest and allow their ki to restore.

Besides, SS3 is suppose to drain too, yet after Kakarrot and Vegeta split you don't see any indication that SS3 did anything to Kakarrot.

I'm starting to think that Fusion has some restoring properties.

 I'm talking about when Kakarrot went SS3 to try to hold off Super Boo, but he never fought him. Going by the SS3 drain, even that should have drained Kakarrot by an amount.
