 Camera pans in as Goku is sleeping, its morning and the exact moment he opens his eyes....BAM...transformation.....same time all feel power and rush to watch as Goku takes his new power for a test spin.

 Yeah it was another planet, maybe SSj3 was discovered at another place, maybe Goku visited hell in case of emergency and if the people went berserk down there.

wait if gokus ki could be felt far across planets and what not, why did no one from earth feel gokus ki in otherworld ?
Nice point u got there ..

I remember something , Supreme kai felt it from the Kai planet [when Goku went SSj3 vs Fat buu]

But no one on earth felt Goku go SSj3 the 1st time in otherworld

You know, they never out-right say it, but since Otherworld is only where souls go, and the Kai planet oversees Otherworld too, I just assumed it was in another plane.

I think they said something like no one knew of the Kai planet's existence

I like that explanation SSJ1993. I would assume it is in another realm because it is so secretive. Otherwise the planet trade may have found it.
