Why didnt Goku Make Gohan a SSj2 in Rosat ?

 Because he didn't know about it, or both of them would've came out as SSJ2.

I look at Gohan's rage and Kakarrot's plan like this.

I thought it was a horrible idea, because there was still a good chance that Gohan wouldn't have gotten pissed and Cell just kill him.

I think about half into the 10 day wait Kakarrot should have either gone back in the Rosat with Goha, or send The Namek in with him, because The Namek not only saw Gohan's first record episode, but also originally Trained him, so he also knows what it takes to piss Gohan off.
You can say that but it's not entirely Goku's fault though. Gohan has spent the past few years training earnestly without complaining and had several instances to say that he didn't enjoy fighting. He even told his mother to shut up when he wanted to go to Planet Namek so he can revive Piccolo, chanting "I can...I can fight too!" (yeah and your neck handed to ya!).

 I honestly think that the Cell jrs could have one shotted the humans and kill Piccolo .
And Goku Plan was a EPIC FAIL .
but , a stimulated anger would have done the trick , transformation or not , Gohan would have gotten to a new Realm of Power

 Matter of the fact:

Goku was a terrible mentor. If Piccolo had mentored Gohan, then maybe we could have seen the dormant power in effect before Cell Games.

 The Namek being used to artificially bring out Gohan's rage would have been an awesome move on AT's part. But do it like Vegeta and Trunks' Training in the Rosat from the Manga. Don't show anything, and play it off like it was in the Anime when Kakarrot and Gohan returns at the lookout, heading to the Cell Games.

Where, you don't know what happened, and you think it might have turned out to be a failure. And still have Kakarrot fight Cell first, so I think it would throw off the readers to think Kakarrot would be the hero again, then have Gohan step in and defeat Cell.

What also would have been a nice touch is completely oblivious to us readers and Kakarrot, have go in the Rosat with The Namek during toe 10 day wait, and out of no where Gohan displays his new power defeating Cell.

I know it wouldn't have been as dramatic ad what actually happened, but it would've been good from a surprise factor.

 Goku doing what he did with Gohan has the passing of the torch element. Goku was ready to sit back and let Gohan handle protecting the Earth and he even says so when he dies.

Besides Piccolo do a horrible job getting to Gohan's power the first time Gohan needs a real life at the moment situation to get angry.

While I think Piccolo would be more likely to help Gohan with his dilemma of not wanting to fight vs wanting to defend the Earth than Goku (I mean Goku didn't even notice the problem in the first place), I don't think there's a chance that Piccolo would have been able to push Gohan to gain all that power in the short amount of time Goku managed to do so.

 Goku should never give Gohan a chance to defeat Cell , he should've kill him instead , thats why he had to clean up his trash when he failed to defeat him even being superior. Oh well.

 And even if he did,

Why the heck wouldn't he wanted to go SSJ2?

Like, Goku is far more experienced, also the zenkai boost from frighting Frieza and the Android 13 helped him a lot.
